Buy Panel: improved FQ input

The quantity field for fat quarters now works more intuitively. Since you can only purchase fat quarters in whole numbers (you can't buy 1.5 fat quarters!), the input now automatically rounds up any decimal entries to the next whole number. For example, if you type "2.3," it will automatically become "3."
